   France: professional packaging EPR (EPRO) becomes operational

   All professional packaging must be covered by an approved eco-organism (Citeo Pro, Léko Pro or Twiice) or an individual system from this date. Obligated producers are expected to join by end of 2026.

   EU PPWR: HORECA must accept consumer-owned refill containers

   From this date HORECA operators must accept consumer-provided refill containers; Member States must establish penalties (Regulation (EU) 2025/40).

   Compostability requirements (including selected packaging and sticky labels on fruit/vegetables) and further reuse / empty-space duties apply from this date.
