Packaging tax vs packaging EPR fees
Why UK plastic tax, Spanish IEEP and similar levies are not the same as PRO licence fees.
Extended producer responsibility (EPR) fees fund collection and recycling through a PRO or eco-organism. A packaging or plastics tax is usually paid to a tax authority on a different base (for example non-recycled plastic content).
Countries such as the UK, Spain, Hungary and Portugal currently run both mechanisms. Italy’s plastic tax remains deferred. Paying one does not cancel the other.
