Extended producer responsibility (EPR) fees fund collection and recycling through a PRO or eco-organism. A packaging or plastics tax is usually paid to a tax authority on a different base (for example non-recycled plastic content).
Countries such as the UK, Spain, Hungary and Portugal currently run both mechanisms. Italy’s plastic tax remains deferred. Paying one does not cancel the other.
